of course, address should be aligned to multiple of 2.
If address is multiple of 4, the address space will be wasted..
RTL is designed according to this rule.

I was afraid of that since OR16 has 16 bit insns. But I thought all fetches
are from addresses aligned to 32-bit boundaries. Was this changes to
addresses aligned to 16 bits?
