No, the unchanged project does not compile for me.  When I open the 
project, it doesn't know the location of any of the source files, so I 
have to add each one manually.

It is entirely possible that I am leaving something out along the way, but 
I don't see what.

You are able to untar the pci.tar.gz and then open the project ise-
openpci.npl using ISE 5.2, and all of the source files just show up and 
you are able to compile?
