I suggest you to proceed in this way:
1) clone muLinux using EXT method, in a standard PC. At finish, you
will have a little ext2fs partition up and running.
2) Using muLinux/Linux, mount this partition and tar it in a single
file.
3) Use muLinux mkfloppy script, able to split a big file on a set of
floppy disk
4) transport the big tar file (or floppy disk) in the destination
machine and try to unpack it in the chip-on-disk.
5) add the LILO bootloader.
