Sure but, with backward compatibility in mind, please: try to use
only the -i option in mkfs.ext2. I run in my machine this release:
mke2fs 1.10, 24-Apr-97 for EXT2 FS 0.5b, 95/08/09
This is the relative part of mkfs man-page:

-i bytes-per-inode
Specify the bytes/inode ratio. mke2fs creates an
inode for every bytes-per-inode bytes of space on
the disk. This value defaults to 4096 bytes.
bytes-per-inode must be at least 1024.

Because muLinux use small files, you can increase the ratio inode/bytes.
I think you plan to count inodes with a sort of "find .|wc -l" ?
